The following survey has been created to gather your views to support the development of a Powys Market Stability Report (MSR) on the sufficiency and stability of non-regulated provision in Powys e.g. ‘step down’ and prevention services, of which Powys’ third sector is a major provider.
This is your opportunity to feed in your own experiences, insights and information into Powys’ MSR and help ensure the Powys MSR captures the breadth of third sector and social value organisations providing care services and any challenges affecting their stability and sustainability.
The MSRs main focus will be to assess the sufficiency and stability of provision of care and support for regulated provision; and any other matter relating to the provision of regulated services. However, although a lot of the work focuses on the regulated care and support services, including some contracted third sector services, the MSR also recognises the key role played by social value organisations and initiatives.
In particular, the MSR will explore:
how these types of services meet individuals’ needs for care and/or support;
impact upon the provision of regulated services;
how the shape of the market for regulated services impacts upon other aspects of care and support provision.

The Powys Regional Partnership Board (RPB) have prepared this report (Powys Market Stability Report) as required by the Social Services and Wellbeing (Wales) Act 2014. It has been prepared in accordance with the 2021 guidance produced by Welsh Government concerning the production of Market Stability Reports 2 and is therefore the first of its kind. The report focuses upon regulated social care services3 in Powys; particularly:
the sufficiency and overall quality of provision of those services,
current or developing trends affecting those services
significant challenges facing those services
and the impact of commissioning and funding on local authority social services functions.
